Background
When Stevie turns ten, her mother gets in a car accident. Although Shane tries to fight against gaining custody of his daughter, she's the one who chose to stay with him. Despite the unwanted fatherhood, he tries his best to be a good father to her, but only manages to push her away. More often than not, she's babysitting Carl for Rick and Lori Grimes, which is also where she spends most of her days until the Outbreak.
Once the dead start rising, her father takes on the role of leader after Rick's "death", but his infatuation with Lori only makes the rift between him and Stevie bigger.

Stevie is first mentioned by Rick after he asks Shane how she's doing. Shane, seemingly annoyed by the question, shrugs it off and claims she's fine, before changing the subject.
Later, after the outbreak when Rick is driving and calls out over the CB, she is seen at the camp outside Atlanta. While Lori and Shane argue over putting up signs by the road, Stevie offers to go with Lori when Shane reminds her no one leaves on their own. He quickly declines, stating she doesn't count because she's still a minor. Lori then walks off with Shane following her.

For a long time, she let the ghosts of her father and Beth haunt her, but thanks to those around her has finally grown to become her own person who doesn't depend on the memory of those who have passed.
